Strengthening Quality Early Childhood Education Through ECCD Recognition and Permit to Operate

Ensuring that every young learner receives quality early education begins with upholding the standards set by the Early Childhood Care and Development ( ECCD ) Council. Recently, the University of Baguio Laboratory Elementary School (UBLES) has taken an important step toward compliance by undergoing an official inspection for its Permit to Operate and ECCD Recognition.

The scheduled inspection, as indicated in the communication from the City Social Welfare and Development Office (CSWDO), marks a crucial phase in validating that the institution meets the required health, safety, and learning environment standards for children ages 0 to 4. This process is part of the government’s commitment to guarantee that all early childhood education centers provide nurturing, developmentally appropriate, and well-managed learning spaces.

The inspection was facilitated by ECCD Focal Ms. Ellen G. William and Ms. Arlyn P. Polon, who represent the City ECCD Council in ensuring that early learning institutions comply with established standards. Their role is vital in assessing, guiding, and supporting schools in achieving ECCD Recognition and maintaining quality learning environments that foster the holistic development of young children.

Obtaining the Permit to Operate and the ECCD Recognition Certificate from the ECCD Council ensures that schools are aligned with national quality benchmarks for early childhood care and development. It also reflects the school’s dedication to excellence and accountability in serving young learners.

Through this effort, UBLES reaffirms its role in supporting the holistic growth of every child physically, socially, emotionally, and intellectually guided by ECCD standards. This milestone not only strengthens institutional credibility but also contributes to the city’s collective mission of advancing quality education for all, in alignment with the Sustainable Development Goal
