The University of Baguio has once again implemented a project towards community empowerment and sustainability. On April 26, 2025, the Master in Public Administration (MPA) students from the University of Baguio’s Graduate Program implemented the Project SAFE-CANE (Suicide Awareness and First Response Education–Community Action for the Needs of the Elderly) in Barangay Pinsao Proper. This initiative, guided by Dr. Donnavila Marie Panday of the RIECO, addressed the urgent need for mental health awareness and suicide prevention capacity aligned with SDG 3: Good Health and Well being, while also providing direct support to senior citizens in the community.

Empowering Barangay Volunteers through Mental Health Education

The core of the SAFE-CANE project was a mental health and suicide prevention seminar tailored for barangay volunteers. Participants received training on recognizing signs of mental distress, first response protocols, and strategies to foster a supportive environment for at-risk individuals. By equipping front liners and community volunteers with this knowledge, the project aimed to create a local network of advocates capable of early intervention and ongoing support.

A Community-Centered Approach to Suicide Prevention

The Project SAFE-CANE reflects the University of Baguio’s commitment to community outreach and the well-being of vulnerable populations. By focusing on the capacitation for Barangay volunteers the project addressed a critical public health concern. Research underscores the importance of community-based suicide prevention strategies, including gatekeeper training and proactive outreach.

Health Teaching and Support for Senior Citizens

Beyond education, the project extended practical assistance to Barangay Pinsao Proper’s senior citizens. The team conducted a health teaching session focused on promoting overall well-being and self-care. As a gesture of support and to address mobility challenges, canes were distributed to elderly residents, enhancing their independence and quality of life.

Continuing the Mission of Public Service

SAFE-CANE is part of the University of Baguio’s broader mission to nurture academic excellence, relevant social skills, and ethical values through active community engagement. The project not only provided immediate support to Barangay Pinsao Proper but also laid the groundwork for sustained mental health advocacy and elderly care in the city.

As the Project SAFE-CANE concludes implementation, the University of Baguio reaffirmed its role as a catalyst for positive change, empowering both students and communities to address pressing social issues with compassion and expertise.
