April 17, 2023- A comprehensive sexual harassment policy, along with an accompanying implementation manual for the university was initiated by Atty. Rommel P. Ayson, who serves as the Vice President for Administration at the University of Baguio. The formulation of this manual ensures a firm and uniform adherence to the zero-tolerance policy regarding any instances of sexual and gender-based harassment, thereby protecting both students and employees. Regardless of the nature, form, or context of the harassment, this policy applies to all situations. Additionally, the manual outlines the establishment of a Committee on Decorum and Investigation (CODI) that plays an important role in addressing claims of sexual harassment within the educational setting.
The policy adheres to Article V of Republic Act Numbered 11313, commonly referred to as the Safe Spaces Act, in conjunction with its Implementing Rules and Regulations, which uphold the intrinsic dignity of each individual and assure inclusive respect for human rights. Furthermore, it is to acknowledge the significance of women’s contributions to nation-building and to guarantee the fundamental principle of equality before the law for both women and men. Additionally, it affirms that it is a priority for both genders to experience equality, security, and safety not solely within private places but also in public settings, online platforms, workplaces, as well as educational and training institutions.
The CODI manual also highlights that all instances of harassment—whether they are subtle, overt, or gender-related—shall be deemed impermissible. In implementing policies that aim to protect anyone who experiences harassment it achieves SDG 5 which is Gender Equality and SDG 10 which is Reduced Inequality. Any manifestation of harassment, encompassing verbal insults, sexual advances, or any form of disrespectful or unwelcome attention directed toward students, staff, or faculty members, will be addressed.
