The School of Criminal Justice and Public Safety (SCJPS) at the University of Baguio, in collaboration with the Kabadang Cops of the Regional Mobile Force Battalion 15 (RMFB15), proudly spearheaded an enlightening outreach activity titled “Understanding Threats: A Lecture on Insurgency and Terrorism” last April 28, 2025. This impactful event took place at the Barangay Hall of Pinsao Proper, Baguio City, aiming to deepen community awareness on anti-terrorism. Attended by Barangay Officials from Pinsao Proper and Political Science students from the University of the Cordilleras (UC), the lecture focused on identifying the signs of terrorism, comprehending its effects on local communities, and fostering stronger partnerships between law enforcement and civilians to uphold peace and security.

One Barangay Official shared heartfelt feedback: “I do now understand the mobilization of CPP, NPA and NDF, their difference and how they were created,” reflects a meaningful advancement in community understanding of complex insurgency groups. By gaining clarity on the distinct roles of the Communist Party of the Philippines (CPP), the New People’s Army (NPA), and the National Democratic Front (NDF), the participant demonstrates that the lecture effectively demystified these organizations’ origins and functions.

This initiative highlights the commitment of SCJPS and RMFB15 to empower communities through education and proactive crime prevention efforts while also achieving the SDG 4: Quality Education and SDG 16: Peace, Justice and Strong Institutions. Building on this success, both institutions are planning future collaborations to further enhance public safety awareness throughout the Cordillera region.
