In line with the University of Baguio’s commitment to strengthening student welfare initiatives, the University of Baguio Office of Student Affairs (UB OSA) participated in the Zonal Public Consultation on the proposed Commission on Higher Education (CHED) Memorandum Orders (CMOs), held on January 22–23, 2026, at the Splendido Tagaytay Hotel and Country Club in Laurel, Batangas.


The two-day consultation focused on refining policies, processes, and implementation guidelines for two key proposed CMOs: (1) the Pathway to Health and Well-Being in Higher Education, and (2) the Policies and Guidelines Against All Forms of Hazing Affecting Students’ Well-Being in HEI-Based Fraternities, Sororities, and Other Organizations.
Representatives from higher education institutions (HEIs) across the Luzon and Visayas clusters actively engaged in the discussions, presenting recommendations, practical insights, and critical clarifications aimed at strengthening the proposed policies. These exchanges provided an avenue to address implementation challenges and ensure that institutional realities are reflected in the final versions of the CMOs.
Furthermore, several universities shared best practices drawn from their respective experiences, offering models for effective student support programs and innovative approaches to promoting student well-being. These contributions highlighted the collective commitment of the academic community to fostering safe, inclusive, and supportive learning environments.

Promoting student health in education
All perspectives and concerns raised during the consultation were documented and carefully reviewed by the CHED Technical Working Group to ensure that the crafting of the CMOs is grounded in grassroots-level experiences and responsive to potential future challenges.
The consultation further reinforced the partnership between CHED and HEIs, aligning with Sustainable Development Goal 4 (Quality Education), SDG 17 (Partnerships for the Goals) and advancing the shared objective of promoting Good Health and Well-Being (SDG 3) for students across higher education institutions in the Philippines.
