Progress Impact SDG 17: Broadening Global Reach and Inclusive Educational Mobility Through Strategic International Partnerships

Written by: Mae Janica M. Palkit and Angelica M. Tamayo

The University of Baguio’s BRIDGE: Broadening Reach through International Development and Global Experience initiative exemplifies SDG 17 (Partnerships for the Goals) by turning international collaborations into meaningful, accessible opportunities for students, while also advancing SDG 4 (Quality Education), SDG 10 (Reduced Inequalities), and SDG 8 (Decent Work and Economic Growth). Launched in 2023, BRIDGE connects UBians with over twenty global universities, industries, government agencies, and non-profit organizations, facilitating internships, exchange programs, research collaborations, and cultural immersion experiences.

The initiative fosters inclusivity by creating support systems and program designs that enable all students to fully participate in international activities, regardless of prior experience, program, or exposure. Tailored advising, mentoring, pre-departure orientations, and ongoing guidance ensure that every participant can engage confidently, maximizing the learning, cultural, and professional benefits of BRIDGE. Partnerships with institutions such as the College of Asian Scholars, Universitas Amikom Yogyakarta, Nagasaki Wesleyan University, Khon Kaen University, Jining Polytechnic University, Huachiew Chalermprakiet University, and partner institutions in the United States for the BRIDGE USA programs offer a diverse range of opportunities, from research collaborations to cultural exchanges, enabling students to explore varied perspectives while developing global competence.

BRIDGE has enabled 300 outbound students annually and hosts 30–40 inbound students for immersive academic and cultural experiences. As one student, Lian Marie Celebria,  emphasizes, “I am fortunate to be part of this year’s Japan BRIDGE exchange program, and I aim to share my knowledge while embracing Japanese heritage in a meaningful exchange of technical and cultural experiences.” (https://surl.li/zhqonz)

The B.R.I.D.G.E initiative opens opportunities for students to participate in exchange programs, internships, academic collaboration, and cultural immersion, among others. This enhances students’ global competence, career readiness, and cultural understanding in an interconnected world.

Foster knowledge exchange and innovations through global academic collaborations with Foreign Higher Education Institutions (FHEIs), international industries, and organizations. Through these collaborations, the university’s institutional practices align with global standards, improve academic programs, promote joint research, and enhance the quality of education.

Offers a wide array of global engagement opportunities, including cross-border academic mobility, clinical laboratory training and cultural immersion, student exchange programs, and internships in countries such as the USA, Thailand, Japan, Indonesia, China, and Hong Kong.

Establishing partnerships with multiple international organizations/institutions across different countries posed challenges in line with academic requirements, both local and international, communication barriers, and logistics. These are all managed through a series of coordination mechanisms that include continuous communication through face-to-face, hybrid, and online set-ups, crafted  MOU/MOA, program frameworks, and designated personnel in overseeing the program.

Due to a lack of exposure to and familiarity with global engagement initiatives, many students felt unprepared or reluctant to participate in the early stages of implementation. Through the university’s Linkages Office, this challenge is mitigated by conducting a series of student and parent seminars, program orientations, consultations, and pre-departure orientation seminars (PDOS).

External challenges beyond the control of the university, including host country regulations, foreign government policies, safety risks, cultural barriers, and fluctuating airfares, visa processing, among others. Therefore, the university adopted a flexible and proactive approach, such as close coordination with the host country/institution, early planning and processing of documents, up-to-date specific program and country requirements, continuous monitoring, and updating.

BRIDGE demonstrates that strategic, inclusive partnership can transform higher education, making global learning opportunities accessible, meaningful and equitable. By connecting students with international universities, industries, and organizations, UB has fostered experiences that build professional skills, intercultural competence and confidence while strengthening sustainable institutional networks. The initiative shows that internationalization is not a privilege for a few, but a shared pathway for all learners to thrive in an interconnected world.

Institutions seeking to implement SDG 17 in student engagement activities should prioritize inclusivity in program design, ensuring guidance, mentoring and pre-departure support enable all students to participate fully and meaningfully. Long-term, mutually beneficial partnerships strengthen program sustainability, while continuous evaluation and feedback improve relevance and outcomes. Measurable impacts include increased student mobility, participation in collaborative projects, enhanced intercultural skills.

As Ar. Ryan Benaoe highlighted in the article for the Engineering students exchange, “it demonstrates that by forging strong, purposeful connections across borders, we can leverage diverse expertise and innovation to address global challenges.” By centering student engagement and providing structured support, universities can create transformative international experiences that empower students, enrich learning and expand global networks
