BAGUIO CITY — On February 1, 2026, the University of Baguio School of Criminal Justice and Public Safety (UB-SCJPS) demonstrated its strong commitment to public order and community service during the grand opening of the Panagbenga Festival, Baguio City’s annual celebration of culture, flowers, and the city’s rich heritage. The festival, which draws thousands of locals and tourists each year, features vibrant float parades, street dances, and cultural presentations, making it one of the country’s most anticipated and visually spectacular events.

To support the safe conduct of the festivities, UB-SCJPS mobilized a total of 230 student volunteers to assist in crowd control and public safety operations along the city’s major thoroughfares. The contingent comprised 160 Criminology students and 70 Forensic Science students, whose active participation directly supports Sustainable Development Goal 11: Sustainable Cities and Communities by helping create a safer, more inclusive, and well-managed urban environment where residents and visitors alike can enjoy the celebration without fear, risk, or disruption.

The deployment was coordinated by Mr. Immanuel Jesus A. Fernandez, Intern Coordinator, who worked closely with local authorities and law enforcement agencies to ensure the smooth integration of student volunteers into the city’s security framework. Through proper coordination, detailed briefings, and strategic positioning, the students effectively assisted in maintaining order, responding to public needs, and enhancing the overall safety of the festival. Their contribution not only showcased the dedication and professionalism of UB-SCJPS students but also highlighted the vital role of academic institutions in supporting civic engagement and community resilience.

This collaborative effort reflects Sustainable Development Goal 17: Partnerships for the Goals, which emphasizes the importance of multi-sector cooperation. By working alongside personnel from the local government, police units, and student volunteers from the University of the Cordilleras, Baguio Central University, and Easter College, the initiative demonstrated how shared responsibility and coordinated action strengthen community resilience and governance. Beyond operational support, the activity served as a practical application of Sustainable Development Goal 4: Quality Education, as students were given meaningful opportunities to apply classroom learning in real-life settings. Through exposure to crowd management, public safety protocols, and community engagement, the volunteers developed critical skills, ethical awareness, and professional discipline that prepared them for future careers in public service.

At the same time, the involvement of UB-SCJPS students contributed to Sustainable Development Goal 16: Peace, Justice, and Strong Institutions by promoting accountability, professionalism, and respect for public order. Their disciplined participation helped reinforce public trust in institutions responsible for safety and governance. Through this initiative, the University of Baguio reaffirmed its vital role in advancing sustainable development, strengthening community partnerships, and nurturing future professionals committed to peace, security, and service during one of Baguio City’s most celebrated cultural events.
