UB Criminology Program Chair Honored Among Benguet’s Pioneer PAKDA Awardees
The Provincial Government of Benguet honored exemplary individuals during the prestigious Provincial Awards for Knowledge, Distinction, and Achievement (PAKDA), held on November 6, 2025, at the Ben Palispis Auditorium in La Trinidad. The ceremony formed part of the province’s annual Adivay celebration, a tradition that highlights Benguet’s culture, heritage, and continuing pursuit of excellence.
One of the distinguished honorees was Dr. Warren Galas Moyao, Program Chair for BS Criminology, Master of Science in Criminal Justice (MSCJ), and Doctor of Philosophy in Criminal Justice (PhDCJ) at the University of Baguio. Dr. Moyao was recognized as one of the pioneer recipients of the PAKDA Award for his outstanding achievement in the April 2015 Criminologists Licensure Examination, where he secured 6th place nationwide. His recognition stands as a testament not only to his personal dedication but also to the University of Baguio’s unwavering commitment to academic excellence and service-driven leadership.
The PAKDA program, institutionalized through Provincial Ordinance No. 2025-352, aims to honor iBenguet students and professionals who have demonstrated exceptional academic distinction in both local and national arenas. This year’s roster of honorees included graduates who earned Summa Cum Laude and Magna Cum Laude distinctions during Academic Year 2023–2024, as well as topnotchers in professional licensure examinations such as the BAR. The award likewise recognizes graduates from esteemed institutions such as the Philippine Military Academy (PMA), Philippine National Police Academy (PNPA), and Philippine Merchant Marine Academy (PMMA) from 2015 to 2025.
To qualify for the award, individuals must have roots in Benguet—whether by birth, indigenous cultural affiliation, or residency—and must exemplify integrity, moral character, and community responsibility. These criteria reflect the province’s belief that true achievement lies in both intellectual competence and ethical grounding.
Dr. Moyao’s recognition shines a spotlight on his contributions as an educator, scholar, and leader in the field of criminology and criminal justice. His academic journey, marked by persistence and excellence, continues to inspire many of his students at the University of Baguio. As Program Chair, he has played a key role in strengthening UB’s criminology programs, aligning them with current industry standards and ensuring that graduates are not only competent but also values-driven and community-oriented.
In his message of gratitude, Dr. Moyao expressed deep appreciation for the honor bestowed upon him:
“Receiving the PAKDA Award is both humbling and inspiring. I am sincerely grateful to the Provincial Government of Benguet for recognizing the hard work and dedication of its people. This award reminds me of my roots—of the community that shaped me, supported me, and believed in what I could achieve. I extend my heartfelt thanks to my family, mentors, colleagues, and the University of Baguio, who have all played a significant role in my journey. Above all, I dedicate this recognition to my students. They motivate me every day to serve with integrity, passion, and purpose. May this award encourage more Benguet youth to dream boldly, work hard, and pursue excellence in everything they do.”
His message reflects the essence of PAKDA: an acknowledgment not only of academic excellence but also of the values and community spirit that define Benguet’s identity.


The ceremony further highlighted the province’s collective pride in its cultural heritage and its continuing commitment to promoting educational excellence. Through programs like PAKDA, the Provincial Government—together with academic institutions like the University of Baguio—strengthens pathways for achievement and encourages youth to pursue knowledge and leadership roles that benefit society.
The PAKDA initiative also aligns with global development goals. By recognizing individuals who have demonstrated exemplary academic and professional performance, the program supports United Nations Sustainable Development Goal (SDG) 4 – Quality Education, by fostering access to outstanding learning opportunities. It likewise upholds SDG 16 – Peace, Justice, and Strong Institutions, by honoring individuals who embody ethical leadership, integrity, and civic responsibility.
Dr. Moyao’s achievement serves as a reminder of the transformative power of education, perseverance, and principled leadership. His recognition brings pride not only to the University of Baguio but also to the entire province of Benguet.
