Breaking Barriers: Upholding Women’s Rights and Advancing SDG 5 in the Workplace

Ensuring equality for women is not merely a legal obligation, it is a moral and developmental imperative. In the pursuit of Sustainable Development Goal 5 (Gender Equality), institutions play a transformative role in creating safe, fair, and empowering environments for all women. The University of Baguio’s Anti-Discrimination in the Workplace Policy (HRMC-PO-039) reinforces this commitment by embedding the principle of non-discrimination at every stage of employment, from recruitment and retention to promotion and daily professional life.

SDG 5 calls for the elimination of all forms of discrimination against women and girls. In alignment with this global mandate, the University’s policy affirms that employment decisions must be based solely on merit, qualifications, skills, and professional competencies, rather than sex, gender identity, marital status, pregnancy, or other personal circumstances. By ensuring equal access to jobs, promotions, training, and benefits, UB actively dismantles systemic barriers that have historically limited women’s participation in leadership, technical fields, and decision-making roles.

A crucial aspect of the policy is its institutionalization of compliance with the Magna Carta for Women (RA 9710), which guarantees women’s rights, welfare, and protection. This includes access to maternity benefits, respectful representation in the workplace, and the assurance that no woman is denied opportunities simply because of her gender. Achieving gender equality requires not only equal opportunities but also a work environment free from fear, abuse, and harassment. Furthermore, the University’s anti-discrimination policy reinforces national mandates such as the Anti-Sexual Harassment Act (RA 7877) and the Safe Spaces Act (RA 11313). These laws, supported by internal mechanisms, ensure that sexual harassment, gender-based misconduct, and discriminatory behaviors are prevented, addressed, and penalized. By establishing clear procedures for investigation and protection, the University upholds women’s right to dignity, safety, and bodily autonomy.
