The University of Baguio, through its Research Innovation Extension Community Outreach and Sustainability (RIECOS) office, Campus Planning and Development Office (CPDO), and the School of Engineering and Architecture (SEA), has turned over a new 12-square-meter Materials Recovery Facility (MRF) to Barangay Pinsao Proper, Baguio City, advancing community-based waste management and supporting the United Nations Sustainable Development Goals (SDGs).

The initiative contributes to SDG 11: Sustainable Cities and Communities, particularly Indicator 11.6.1, which measures the proportion of municipal solid waste collected and managed in controlled facilities; SDG 12: Responsible Consumption and Production, particularly Indicator 12.5.1, which measures the national recycling rate and tonnes of material recycled; and SDG 17: Partnerships for the Goals, particularly Target 17.17, which promotes effective partnerships for sustainable development. It also supports SDG 13: Climate Action by providing infrastructure that can facilitate waste recovery and potentially reduce landfill-bound waste. The facility’s documented output is one 12-square-meter MRF; actual waste-diversion volumes, recycling rates, and greenhouse gas reductions will require operational monitoring and measurement.

The project reflects UB’s continuing commitment to community service and environmental sustainability, translating institutional expertise and academic collaboration into a practical solution to a local environmental concern. Through its partnership with Barangay Pinsao Proper, the University seeks to strengthen responsible waste-handling practices and support the community’s efforts toward a cleaner, more organized, and environmentally conscious neighborhood.
Strategically situated within the grounds of the Barangay Hall, the facility is designed to accommodate the community’s daily recyclableand recoverable waste. Its wire-mesh partitions promote natural ventilation while providing visual screening, and its durable, weatherresistant roofing helps prevent rainwater from entering the structure. These design features support a more organized waste-sorting area and help manage conditions that may contribute to odors and leachate formation. The facility provides residents and local volunteers with a designated space to unload, segregate, and recover recyclable materials.
Beyond providing community infrastructure, the project demonstrates the practical application of engineering education. Under the supervision and guidance of SEA faculty and staff, students from the Bachelor of Engineering Technology in Mechatronics (BETMechatronics) program participated in the construction and completion of the facility. Their involvement allowed them to apply classroom knowledge and technical skills to a real-world community need, reinforcing experiential learning, social responsibility, and the role of higher education in developing practical and sustainable solutions.

The initiative also supports the implementation of National Solid Waste Management Commission (NSWMC) Resolution No. 198-A, s. 2025, as cited in the project documentation, and aligns with Baguio City’s 10-Year Solid Waste Management Plan for 2025–2034. By providing a designated area for the segregation and recovery of recyclable materials, the MRF contributes to local efforts to improve solid waste management and encourage more responsible disposal and recovery practices.
The turnover of the Materials Recovery Facility marks another step in the continuing partnership between the University of Baguio and Barangay Pinsao Proper. More than a physical structure, the project represents a shared commitment to community engagement, applied learning, and environmental responsibility. Through collaborative initiatives such as this, UB continues to demonstrate how higher education institutions can work with local communities to address practical challenges and advance sustainable development.
